An apparatus, which is connected with a video decoder, for concerting frame rate by a frame compensation is disclosed. The apparatus includes variable length decoding(VLD) and demuliplexing means(12); reverse quantizing means(13) for reverse quantizing a signal from the VLD and demultiplexing means(12); IDCT(Inverse Discrete Cosine Transform) means(14) for IDCTing a signal from the reverse quantizing means(13); motion compensating means(21) for compensating a motion by using a motion information from the VLD and demuliplexing means(12); adding means(18) for adding two signals from each of the IDCT means(14) and the motion compensating means(21); frame memory means(19) for storing the signal from the adding means(18) and for outputting the signal to the motion compensating means(21); and frame rate converting means for converting frame rates of signals from the VLD and demultiplexing means(12) or the IDCT means(14) and the adding means(18).
