PROBLEM TO BE SOLVED: To fill even a powder material, such as toner, whose loose apparent specific gravity is low against true specific gravity and whose filling capability is not so good, into a container at a high density. SOLUTION: In a powder filling method which gives oscillation to a container 11 in filling powder material into the container 11, oscillating strength G (=4π<2> f<2> a/g) and overall amplitude in the perpendicular direction are set so as to obtain 3.0<=G<=6.5 and 0.8<2a<=5 respectively, where f = frequency (Hz), a = single amplitude in perpendicular direction (mm), and g = gravitational acceleration (mm/s<2> ).
