PROBLEM TO BE SOLVED: To realize an image compression recording device with a small error propagation even when data with high efficiency coding are recorded for the transmission purpose. SOLUTION: A video signal is subject to high efficiency coding in the unit of macro blocks and a transmission slice formed by applying redundancy reduction coding among plural adjacent macro blocks is used for an input signal. Then the device is constituted of a recording slice generating means 102 in which the transmission slice is subject to redundancy reduction decoding and divided to generate a recording slice consisting of a prescribed number of macro blocks, a redundancy reduction coding means 103 for conducting redundancy reduction coding so as to make the redundancy reduction coding complete within the recording slice, and a recording means 104 for recording the recording slice onto a prescribed recording blocks formed on a track of a magnetic tape 105.
