摘要 <p>PROBLEM TO BE SOLVED: To introduce the visual characteristic by realizing a frequency analysis capability regardless of a small hardware scale while keeping matching with conventional coding in this image coder. SOLUTION: A coefficient introduction circuit 6 provides an output of a picture element signal vector of a block consisting of single components only as a weighting linear sum of DCT orthogonal transformation base vectors based on are information of the image components. Support area correction circuits 4, 5 and coefficient introduction circuits 7, 8 mask a prescribed component of orthogonal conversion basic vector to plural image areas corresponding to plural components in a block consisting of plural components and apply scalar product to the result to introduce a new conversion base vector for each of plural image areas. Then the picture element signal vector in the plural image areas is outputted as a weighted linear sum of new conversion base vector corresponding to respectively to each of plural image areas. A changeover circuit 11 selects an output of the coefficient introduction circuit 6 or an output of the combination circuit 9 as a serial output.</p>
