PROBLEM TO BE SOLVED: To control an air conditioning with equal quality to a conventional one without using any outside temperature sensor. SOLUTION: An outside temperature estimating unit 2 predicts whether an outside temperature is equal to a detection valueθIN from an inside temperature sensor 1b when a vehicle is started, and if it predicts that they are equal to each other, the detection valueθIN from the inside temperature sensor 1b or a value provided by correcting the detection valueθIN by the predetermined process is determined as an outside temperature estimation valueθS. If it is determined that the outside temperature is different from the detection valueθIN, an outside temperature estimation valueθS is newly computed from an inside temperature detection valueθIN0 when a vehicle is stopped, an inside temperature detection valueθS when the vehicle is started, an outside temperature estimation valueθS before the vehicle is stopped, and a vehicle parking time (t). On the basis of the outside temperature estimation valueθS an air condition is controlled by means of an air condition controlling unit 4.
