<p>PROBLEM TO BE SOLVED: To reduce the required capacity of a storage device in the case of editing coded image data and to apply image coding with a high compression rate to a CG image being a multi-value image. SOLUTION: Prediction sections 20, 21 predict received image data and provides an output of identification data from the prediction sections 20, 21 when they are coincident, and when dissident, a predicted error calculated by a prediction error calculation section 30 is outputted. The output as an intermediate code is stored in an intermediate code storage section 90. An edit section 80 calculates the operation of the intermediate code level corresponding to the edit is calculated based on the method of the prediction sections 20, 21 and the prediction error calculation section 30 and executes the operation for the intermediate code in the intermediate code storage section 90.
