<p>PROBLEM TO BE SOLVED: To switch a calculation range of a delta moving vector in accordance with a character of a picture and to improve picture quality of a deciding picture by means of a calculation of a satisfactory delta moving vector by judging a character of a picture by means of a moving vector of a P frame and a moving vector angle calculated based on an inter-frame distance between a previous frame and a P frame. SOLUTION: When a P/PB frame judgment unit 101 judges that encoding is executed in a PB frame, a P frame encoder 114 executes a encoding processing of a P frame. The moving vector angle calculator 113 of the P frame calculates the moving vector angle of the P frame, outputs it to a B frame delta vector range judgment unit 115, decides the retrieval range of the delta moving vector and inputs it to a B frame encoder 116. The binary code string of the P frame and the B frame, which are encoded by the B frame encoder 116 and the PB frame encoder 108, is multiplexed and is sent to a multiplexer 110. Then, a bit stream which is highly efficiently encoded is outputted.</p> |
