PROBLEM TO BE SOLVED: To make the adhesive strength of a silicone rubber layer to a photosensitive layer independent of the moisture content of an atmosphere at the time of curing the silicone rubber layer and to obtain a printing plate having high ink repellency. SOLUTION: A photosensitive layer contg. a monomer or oligomer having photopolymerizable unsatd. bonds is formed on a substrate and a silicone rubber layer is formed on the photosensitive layer by coating with a silicone compsn. contg. a compd. having two or more H-Si bonds in one molecule, a compd. having two or more C-C unsatd. bonds in one molecule and a curing catalyst. A surface protecting layer is further formed on the silicone rubber layer by laminating a transparent film or by coating with a polymer to obtain an original plate for printing. This original plate is exposed, the surface protecting layer is peeled and development is carried out to disclose part of the photosensitive layer.
