The tubular heating element has an electric resistance in a tubular sleeve in a first part of the tubular sleeve, with the sleeve embedded in a porous electric insulator which fills this first part of the sleeve. A temperature sensitive monitoring or control conductor is placed in the second part of the sleeve adjacent to the first part, and is embedded in an electric insulator filling this second section. The porous insulating material (13) filling the first part (3) of the tubular sleeve is impregnated at its end adjacent to the second part of the sleeve (4) with an electric insulating material to which the insulation in the second part (13) can adhere.
