The paper binding device includes a base (10), two binding ring units (20, 200), one traction plate (30) and one bottom plate (40). By pushing the traction plate forward and back in the middle of the base, the positioning pins (31) on the traction plate can be pushed into the corresponding guide slots (21, 201) so that the binding ring units can be opened or closed. The traction plate also has stop elements (33, 330) to lock the binding ring units securely in their positions when they are closed
