PROBLEM TO BE SOLVED: To stably output an area gradation picture with high quality even when the area of area elements is not nonfiform by providing a means for executing equivalent conversion in such a way that a nonlinear function is multiplied by means of a part of the connection coefficient of a cell so as to permit the whole cells to be provided with a symmetrical connection coefficient. SOLUTION: The means for executing equivalent conversion in such a way that the nonlinear function is multiplied by a part of the connection coefficient so as to permit the whole cells to be provided with the symmetrical connection coefficient is provided. That is, an input extending means interpolates input picture information in the plural area elements which constitute a picture element so as to extend resolution. A discrete time-type celular neural network means is provided with a asymmetrical template which is formed when one cell within a cell aggregation for controlling the on/off of the respective area elements is adopted as a center. Then, the nonlinear template is constituted so as to be equivalently converted into the symmetrical template by combining a part of the connection coefficient with the level of the nonlinear function concerning the whole cells having the nonlinear template.
