PROBLEM TO BE SOLVED: To obtain the subject cosmetic capable of making powder exist in the vicinity of the surface of a substrate, efficiently transferring the powder to the skin after cleaning and providing a comfortable feeling, useful for cleaning of body, shaving, etc. by supporting the powder composed of a synthetic polymer substance, etc., and an aqueous medium on the sheetlike substrate. SOLUTION: This sheetlike cosmetic is obtained by supporting (A) one or more powders (preferably an organic silicone group-containing polymer) composed of a synthetic polymer substance or a natural mineral and (B) an aqueous medium such as water or the like on (C) a sheetlike (e.g. cotton sheet or the like). The cosmetic can be prepared by a method for dispersing the component A into the component B and spraying or applying the dispersion to the component C. Preferably the component A comprises >=60 wt.% based on the total powders of a powder having 0.5-30μm particle diameters. In the cosmetic, preferably 0.5-10 g of the powder having 0.5-30μm particle diameter in the component A is contained in 1 square meter of the component C.
