SOLUTION: A mill constant estimating device 15 for estimating based on rolling load which is detected with a rolling load detecting means 6, opening degree between rolls which is detected by roll opening-degree detecting means 14 and tensions of a material 1 to be rolled which are detected by tension detecting means 9, 10 and thickness controlling means consisting of a screw- down mechanism 11, thickness controller 12, screw-down controller 13, arithmetic unit 16 and the like for controlling the gap between upper and lower work rolls so that the thickness of the material 5 to be rolled on the outlet side of a rolling mill becomes the target thickness based on the mill constant estimated with the mill constant estimating device 15 are provided.</p>
