PROBLEM TO BE SOLVED: To simply estimate and calculate accurately the number of pumps to be operated. SOLUTION: The rainwater-pump operating device has a rainfall measuring device 3 measuring the amount of a rainfall by using a radar rain gauge 1 and a ground rain gauge 2, a rainfall-estimation device 4 estimating the amount of the rainfall after a fixed time, an inflow estimation device 5 estimating and calculating the amount of the inflow of rainwater to a treatment facility and a pumping station, a pump estimation controller 6 estimating the number of rainwater pumps operated and a process controller 7 outputting the number of the pumps operated as a control signal. Since the number of the pumps operated is estimated and calculated on the basis of an inflow estimation Qr' (t) output from the inflow estimation device 5 and the rating P of the pumps, the accuracy of estimation can be made better than the estimation of the number of the pumps operated on the basis of the perception of an operator and a water level, and the disaster of submersion or the like can be prevented.
