PROBLEM TO BE SOLVED: To hydrophilize a surface of a member in a short time even by irradiating with an exciting light having a low illuminance by forming a layer containing photocatalytic particles each having a specific width of a forbidden band between a conduction electron band and a valence band on the surface of the particle and having a specific thickness on a surface of a base, and making a surface of a member hydrophilic based on photo-exciting of a photocatalyst. SOLUTION: A layer containing photocatalytic particles each having a width of a forbidden band of 3.3 to 5.0 eV between a conduction electron band and a valence band on the surface of the particle and having a thickness of 0.4μm or less is formed on a surface of a base, and a surface of a member is made hydrophilic by photo-exciting of a photocatalyst. As the photocatalyst, an anatase type titanium oxide, a rutile type titanium oxide, a zinc oxide, a strontium titanate, a tin oxide, a zirconia, a dibismuth trioxide, a tungsten trioxide, a ferric oxide or the like is used. As the base material, in the case of expecting surface purifying or antistatic properties, a metal, ceramics, a glass, a plastic, a wood, a stone, a cement, a concrete, a fiber, a cloth, a combination of them, or a laminate is suitably used.
