PROBLEM TO BE SOLVED: To measure the phase noise spectrum density and jitter in digital sample waveform recording taken in within a time domain without requiring any re-sampling. SOLUTION: Using estimation of mean frequency of a periodic signal, the vector array of jitter to time is converted into that of a phase error to time (98), time-frequency conversion is applied to the vector array of a phase error to time for producing the vector array of phase error dimension to frequency (100), and the dimensional element of a random phase error in the vector array of a phase error dimension to frequency is normalized to the band width of one hertz for providing a phase noise spectrum density vector array (102).
