<p>PROBLEM TO BE SOLVED: To prevent the deterioration of a picture quality occurring when a difference between the picture of a frame desired to encode and a frame picture just before or after it is large in a moving picture compressor. SOLUTION: In the picture compressor having a motion vector searching means 101 for detecting a motion vector between the frame pictures and an encoding means 103 for performing motion compensation based on the detected vector to generate a difference picture between frame picture to compress and encode it, the means 101 detects the motion vector after correcting the luminance level of a referring picture reserved in a memory 104 by a luminance correcting means 102.</p> |
