PROBLEM TO BE SOLVED: To completely block a flow of exhaust gas. SOLUTION: Each upstream side flaps 30 are extended between upstream side end parts and downstream side end parts and they are movable with respect to support bodies 20 between an opened position with spacing of a first distance between the downstream side end parts and a closed position with the downstream side end parts contacting and substantially blocking the flow passing through an exhaust gas passage. Mutually facing first and second downstream side flaps 50 are movably connected to the first and second upstream side flaps 30 and they have internal surfaces 52 forming a downstream side exhaust gas passage.
