PROBLEM TO BE SOLVED: To provide a water-based suspension of crosslinked silicone particles and a water-based emulsion of an oil containing crosslinked silicone particles, each excellent in stability and hardly exerting influences on the environment and the human body. SOLUTION: The water-based suspension of crosslinked silicone particles comprises at least (A) crosslinked silicone particles having an average particle size of 0.1-500μm, (B) a polyoxyethylene sorbitan monolaurate and (C) water. The water-based emulsion of an oil containing crosslinked silicone particles comprises at least the component (A), an oil (E), the component (B) and the component (C).
