<p>PROBLEM TO BE SOLVED: To provide a flexible heat-insulation heater, which can respond to an subject, which has a 2-dimensional or 3-dimensional surface, which can prevent the burn of those who touch the heater by stopping the heat generated on the heater mat to leak to the outside in the radius direction. SOLUTION: The heater mat consists of a resistance heater wire and rubber sheets reinforced with fiberglass of two layers, and the jacket of heat insulation material like polymer foaming is formed on the surface of the outside of the heater mat. The mat and the jacket can be mutually coincident, when the heater has opposite edges. And when the heater is placed on a pipe, the heater can be enough opened only by sliding the heater on the pipe by detaching both the edges, and the released heater can returned to the original form. It is made to constitute so that electric power may be supplied to the heater wire or other elements in the heater mat with the power cord, control cavity, and cover molding of an option.
