PROBLEM TO BE SOLVED: To produce a pot for growing plants from kaoliang chaff. SOLUTION: A production plant A produces the pot 15 for growing plants. As vegetable fibers, kaoliang chaff as agricultural waste. A binder (adhesive material) 12 is added to and kneaded with a powder 11 obtained by finely cutting the kaoliang chaff as a crude 10, and a resulting mixture 14 is molded while being heated under an increased pressure by a pressing machine 70 to obtain the vegetable breeding pot 15. By using yeast as the binder 12, the mixture 14 of the crude 10 is made to undergo fermentation to obtain a fermented product, and the fermented product is frame-molded under and increased pressure at a high temperature to obtain the vegetable breeding pot.
