PROBLEM TO BE SOLVED: To provide a water treating system and water treating method in which flocculation and precipitation of fine particle substances contained in water to be treated can be effectively accelerated. SOLUTION: In the water treating system for purifying the water to be treated such as industrial wastewater, livestock wastewater, and domestic wastewater, an ion adding apparatus 30 for increasing an alkaline earth metal ion content in this water to be treated is provided. The ion adding apparatus 30 may be a means for adding an alkaline earth metal salt to the water to be treated or a means for adding a solution containing the alkaline earth metal ion. Further, the apparatus may be a means for adding acid to the water to be treated to liberate the alkaline earth metal ion from the fine particle substances contained in the water to be treated or a means for decomposing the fine particle substances by electrolysis to liberate the alkaline earth metal ion. And by subjecting the water to be treated whose alkaline earth metal ion content is increased to magnetic treatment, the flocculation and precipitation of the fine particle substances can be accelerated.
