PROBLEM TO BE SOLVED: To enhance the compression rate of image encoding.

SOLUTION: A Memalloc 1 compares a reference image number Idx with a short time storage area size Stsize and with a long time storage area size Ltsize and a long time storage indication flag LTflg informs of whether the reference image number Idx indicates an image in a short time storage area or an image in a long time storage area. When the Idx exceeds an Idx value within a range decided by the Stsize and the Ltsize, an extended motion compensation indication flag AdvPred informs of a result of applying an arithmetic operation to a plurality of reference images for a reference image. A reference image object picture type StrPTYPE is a picture type when the image stored in a frame memory Mem 3 is encoded, and when the StrPTYPE for encoding a block prediction type MBtype is a picture type impossible for reference, no correction reference image number RIdx is assigned to the StrPTYPE.
