PROBLEM TO BE SOLVED: To provide an apparatus for limiting call origination and call termination of mobile phones at a low cost capable of making prescribed contact with mobile phones at the outside of an area wherein the use of the mobile phones is limited. SOLUTION: The inside of a vehicle 10 is a limit area wherein the use of the mobile phones is limited. When the first mobile phone 50 enters the vehicle 10, the mode of the mobile phone 50 is switched into a limit mode wherein call origination and call termination are limited. The first mobile phone 50 whose mode is switched to the limit mode can made communication by using a very weak radio wave. Upon the receipt of a phone call from the second mobile phone 60 at the outside of the limit area, an exchange 20 informs the apparatus for limiting call origination and call termination 40 about it. The apparatus for limiting call origination and call termination 40 allows second communication sections 80<SB>1</SB>to 80<SB>n</SB>to use a very weak radio wave and informs the first mobile phone 50 about it. When the exchange 20 records a phone message in its automatic telephone message recorder, the first mobile phone 50 can acquire the phone message stored in the exchange 20 via the second communication sections 80<SB>1</SB>to 80<SB>n</SB>by using the very weak radio wave.
