PROBLEM TO BE SOLVED: To prepare thinned-out image data necessary for image processing, and to shorten a time required for thinning-out. SOLUTION: An image memory 34 stores a read image, and a thinned-out image preparing device 37 thins out an image stored in the memory 34 for an image, and prepares a thinned-out image in a size necessary for the image processing. Then, the prepared thinned-out image is stored, and a parameter for operating image processing is calculated from the stored thinned-out image, and image processing is operated to the read image according to the calculated parameter.
