PURPOSE: A method for correcting an input parameter of a policing device is provided to pre-measure an internal delay value of a policing device, and to convert a parameter value into a value considering internal delay, then to convert the value into an increment factor and a limit factor, thereby preventing available cells from being lost. CONSTITUTION: If a test cell is transmitted to a policing device, the policing device receives the test cell and outputs the test cell(S12). If an available cell is lost since the test cell arrives at a policing processor later than an input parameter value set by internal delay(S14), the policing device maintains a PCR(Peak Cell Rate) value among input parameters and converts a CDVT(Cell Delay Variation Tolerance) value until the available cell is not lost(S16), then measures the CDVT value when the available cell is not lost(S18). The policing device obtains each CDVT value by corresponding to each PCR(S20), and makes the CDVT values functions to generate internal delay functions(S22).
