<P>PROBLEM TO BE SOLVED: To flexibly cope with a change in the structure of frame data. <P>SOLUTION: A data detecting means 24 detects data at a position corresponding to position information designated by a position information designating means 23, out of frame data captured by an interface 21, with the position of the head or end of a reference header Hr designated by a reference header designating means 22 used as a reference, and outputs the detected data to a deciding means 26.
