<P>PROBLEM TO BE SOLVED: To provide an image processor, image forming apparatus, and image processing method achieving enhancement of processing efficiency in image quality improvement processing and region separation processing; and to provide an image processing program and image processing program-recorded recording medium. <P>SOLUTION: A band division processing section 105 prepares sub band image data by dividing LCC (Liquid Crystal Cell) image data converted into LCC color space by a first color conversion processing section 104 into a plurality of frequency bands. A region separation processing section 106 conducts white background detection processing by using the sub band image data on the low-frequency band out of a plurality of sub band image data band-divided by the band division processing section 105 and conducts processing separating a region into letters, dots, and a continuous gradient region by using the sub band image data on the high-frequency band.
