<P>PROBLEM TO BE SOLVED: To provide a method for instantaneously identifying the position or qualification of a passer in response to a request such that it is troublesome to take out an ID card and make a reader precisely read it, or identification of passing qualification can be performed without any operation. <P>SOLUTION: A radio IC tag is provided on the sole of foot of the passer or the sole of shoes. A reader/writer with an antenna for communicating with the radio IC tag is put in a casing and buried under a predetermined stepping place of a floor surface or ground in front of a passage or an entrance. When the passer is passing through the entrance, the sole of the foot or the sole of the shoes is put on the stepping place, or the passer crosses within an effective communicating area of radio wave from the antenna on the stepping place at a predetermined speed or less, whereby the passer is identified.
