<P>PROBLEM TO BE SOLVED: To reduce the time required for a variety of procedures by enabling personal identification with a certain standard, and reducing errors in inputting procedure data. <P>SOLUTION: Data recorded on an IC card driver's license C are read and the user's facial image is taken. The facial image data read from the IC card driver's license C are collated with the user's facial image.
