<p><P>PROBLEM TO BE SOLVED: To shorten a braking distance and a braking time in braking of a vehicle. <P>SOLUTION: A wheel adjustment device 11 can adjust wheel angles of left and right wheels 5 respectively. A determination part 14a determines whether or not braking of the vehicle is permitted based on the driving condition of the vehicle. A control part 14b controls the wheel adjustment device 11.
