Disclosed is a variable bumper lip apparatus for a vehicle, comprising: a flap coupled to a bumper-side vehicle body and elastically rotated; an actuator which pressurizes one end portion of the flap so that the one end portion of the flap can be deployed toward the outside of the vehicle according to the control, and supports the deployed state of the flap; and a control unit controlling the actuator so that the flap can be deployed according to the vehicle speed. Therefore, the present invention can prevent damage to a bumper lip caused by passing a speed bump or an unstable uneven surface when driving at a low speed by ensuring that the variable bumper lip apparatus is operated only in high-speed driving.
