An aqueous composition suitable for topical application to the skin or hair, comprises: a. a phosphate surfactant having the structure (1): <CHEM> where R<0><1> and R<0><2> are different from each other and are each chosen from branched or unbranched alkyl and alkenyl groups having an average of from 1 to 14 carbon atoms, the total number of carbon atoms present in the alkyl and alkenyl groups being from 10 to 20; X is chosen from H, alkali metal, ammonium and substituted ammonium counterions; a and b are each chosen from 0 or a value of from 1 to 4; and b. a cosmetically acceptable vehicle for the surfactant. o
