Disclosed are a system and a method for providing content by merging layers of a page with motion effect. The method for providing the content by merging the layers, which is executed by computer may include: a step of configuring a page with a plurality of layers; a step of setting a motion effect applied to at least one layer of the plurality of layers included in the page; and a step of merging consecutive layers among the remaining general layers, which are prepared by excluding a layer to which the motion effect is set among the plurality of layers included in the page when creating the content that includes the page.
