PURPOSE:To provide an electroluminescent (EL) panel which is capable of arbitrarily controlling a plurality of arbitrary regions to emit light locally and can control the intensity of light emission to any desired level. CONSTITUTION:A transparent electrode 5 is installed on one of the surfaces while a light emission layer 3 is interposed, and back electrodes 1-1, 1-2, 1-3 are furnished on the other surface. A control signal generated by a drive control circuit 9 is given to a driver circuit 7, which gives a potential difference between the transparent electrode 5 and back electrodes 1-1, 1-2, 1-3 according to a predetermined spatial and temporal orders. Thereby the light emission layer 3 emits light with a lightness determined by the potential difference and frequency. It is possible to allow different parts of the EL surface to emit light at the desired timings or to be dimmed into desired lightness by selecting appropriately the temporal and spatial orders of the drive signals generated by the driver circuit 7.
