PURPOSE:To obtain a speech speed converter capable of reducing processing load and the deviation between video and audio signals without increasing the capacity of a memory for storing audio signals. CONSTITUTION:The speech speed converting means 6 is provided with interval discriminating means 11, 12 and 13 which discriminate whether the inputted audio signals corresponding to the prescribed number of audio signals inputted to a frame memory are a voiced interval or a silence interval and signal processing means 21 to 26 which execute a compression and expansion processes or a deletion processes to a prescribed number of audio signals in accordance with the outputs of the means 11, 12 and 13 and the output of a storage amount computing means 9. The means 21 to 26 include a means 23 which executes compression and expansion processes with compression rate of >=1/n (where n is a set reproducing speed multiplying rate) when the inputted audio signals are voiced intervals and the a ring memory 7 is not in a state just short of overflowing and is determined in accordance with the amount of change per unit time of the storage amount of the memory 7. |
