The apparatus has contacting materials (4) installed in the contact oxidizing tank (1) equipped with air supply pipe (9). A rotating body (2), around which fin axes (3) are placed and which is drived by a motor (8), is installed in the contact oxidizing tank (1), and contacting materials (4) are built at equidistance on every fin axis of the rotating body (2). The one end of fin axis (3) is placed to be exposed over the surface of waste water, while a culture chamber (6) having lots of compartments is formed on the peripheral side of contacting materials (4)
