PROBLEM TO BE SOLVED: To easily form an inflatable restraint cushion of one piece of material by providing side panel structural bodies on both sides of a first main body panel at a central main body panel part and bending a second main body panel part on a boundary end of the side panel structural bodies along a cross-cut between itself and the first main body panel part. SOLUTION: A slender central main body part 24 to each of ends of which tab parts 26, 27 forming openings are connected is provided on a material blank 20, and two side panel structural bodies 32, 34 are provided on both sides of a first main body panel part 36 of the central main body part 24. Additionally, the first main body panel part 36 is provided with a bending line F-F to an original line A2 -A2 of the tab part 27, the central main body part 24 is further developed between the bending lines F-F and A1 -A1 and it is connected to the first main body panel part 36 and a second main body panel part 40 is provided. Additionally, the side panel structural bodies 32, 34 are made in a trapezoidal shape. Thereafter, they are bent along the bending lines and connected to each other by sewing or a bonding means.
