PURPOSE: To improve fire extinguishing effect while securing human safety by emitting inert gas into a sealed block within specified time so as to lower concentration of oxygen under the specified one, and then, spraying fine water. CONSTITUTION: A nozzle 1 for emission of fine water spray and a nozzle 2 for emission of nitrogen gas are arranged in the vicinity of ceiling within a room R. For example, the nozzles 1 for emission are arranged twelve pieces in total at roughly equal intervals in its peripheral direction, surrounding a fire source 3, and the nozzles 2 for emission of nitrogen gas are arranged two pieces on both sides of the fire source 3. And, when fire occurs in a sealed block, free burning is suppressed a little by emitting inert gas for a specified time thereby sealing it into the block, and lowering concentration of oxygen within the block to 16-18%. Next, fine water spray of 10-200μm in grain diameter is emitted, whereby the fire is extinguished by cooling action of combustibles and fire, and attenuation action of the concentration of oxygen in air by steam generated at this time.
