PROBLEM TO BE SOLVED: To lower switching loss and switching noise by preventing the flow of the through current to a switching element. SOLUTION: A switched capacitor circuit is formed by connecting plural cells SCbi in series. Each cell SCbi is provided with four bridge connected switching elements Si1-Si4 (i=1-5) and a capacitor Ci connected in parallel with each arm of the bridge circuit. A through current hindering and a through current regenerating means Dti1, Dti2 are inserted into each arm of the bridge circuit. With this structure, flow of the through current at the time of switching ON/OFF of the switching elements Si1-Si4 can be prevented.
