A raw material mixture is subjected to predetermined processes and a fibrous piece is obtained. The fibrous piece is coated with a saturated solution (E) and is subjected to foaming followed by temperature drop cooling, cleaning compression, and heat drying to obtain filtration piece. Polyvinyl alcohol and water are mixed and heated to form raw material which is stirred, cooled and melted uniformly. A vegetable starch and water are mixed and heated to form raw material B which is stirred, cooled and formed into a paste. A mixture C is formed by adding a catalyst to the mixture B. The mixtures C and A are mixed to obtain the solution D. A second catalyst and activated charcoal are added to the solution D to obtain saturated solution E.
