PROBLEM TO BE SOLVED: To trace precisely an actual rotational speed declining lineally from an ignition stop during the operation, by creating a new engine rotational speed. SOLUTION: A time interval TREF of a reference position signal of a crank angle is measured by a measuring means 21, and an engine rotational speed proportional to the reciprocal of the measured time interval TREF is operated as a first rotational speed KNRPM by an operation means 22, and an actual rotational speed declining lineally from an ignition stop during the operation is operated based on the first rotational speed KNRPM by an operation means 23, by taking an engine rotational speed traced stepwise corresponding to each input of the reference position signal of the crank angle as a second rotational speed RNRPM.
