PROBLEM TO BE SOLVED: To improve a followup stability without the response delay of a torque motor (actuator). SOLUTION: The delay by the inductance and resistance value of the coil of a torque motor 19 is generated by only a request current taken into account an acceleration torque and friction torque for the torque motor 19 for driving a throttle valve 5 arranged in the suction passage 2 for controlling the running state of an internal combustion engine 1. An output current adding a correction current to the request current so as to compensate this delay amount is made to the output duty value after converting the current into voltage and outputted to the motor drive circuit 30. By setting the output current so as to compensate the delay by the inductance and resistance value of the coil of the torque motor 19 like above, the following stability is improved without the response delay of the torque motor 19.
