PROBLEM TO BE SOLVED: To provide an ion carrier type ionizing apparatus and method eliminates the generation of ozone or an electromagnetic noise and the generation of dust and in which the charge can be removed even with respect to a narrow space. SOLUTION: A soft X-rays, low energy electron beam, ultraviolet rays or a creepage discharge generating part or an ionizing source 6 of a sealing radioactive isotope or the like, is arranged in the vicinity of the leading end part 1a of a tube 1. A control device 7 consisting of the power supply part of the ionizing source 6 and a control part is arranged outside the tube 1. A shield part 9 consisting of partition walls 10, 10,... is provided in the periphery of the leading end part 1a of the tube 1 to shield soft X-rays, low energy electron beam or radioactive rays from a radioactive isotope generated from the ionizing source 6.
