PROBLEM TO BE SOLVED: To prevent the generation of dioxin in the case where a waterproof sheet excellent in water tightness and execution is removed to be incinerated because of its life time or bad influence on global environment and living bodies such as elution of an environmental hormone (endocrine disrupter) in the case of reclamation by constituting the sheet of a high polymer raw material not containing a halogen element such as chlorine. SOLUTION: A resin such as a thermoplastic elastomer, for instance, an olefin-based thermoplastic elastomer, a urethane-based thermoplastic elastomer or a polyester-based thermoplastic elastomer is used in addition to an olefin polymer such as an ethylene/vinyl acetate copolymer resin, polyethylene, or polypropylene as a thermoplastic polymer material not containing a halogen element such as chlorine constituting a waterproof sheet 1. The waterproof sheet 1 is constituted of a multi-layer structural sheet laminating a reinforced cloth 2 such as a glass fiber constituted of warps and wefts or a single layer waterproof sheet not laminating the reinforced cloth. The corner steel plate of a substrate fixing the waterproof sheet 1 is coated by the polymer material to perform waterproof execution.
