PROBLEM TO BE SOLVED: To stabilize a pressure in a furnace and a temperature in the furnace by stabilizing a control capability of an exhaust gas flow rate. SOLUTION: Gas coolers 4, 5, 6, a dust collector 7, an induced draft fan inlet damper 8 and an induced draft fan 9 are disposed along an exhaust gas line 3 of an incinerating furnace 2 having a screw type refuse feeder 1. When a pressure and a temperature in the furnace 2 become high, a rotational speed of the feeder 1 is decelerated from an operating value to a lower value. As resetting conditions to the operating value, in addition to drops of the pressure in and an outlet temperature of the furnace, it is set that an opening of the damper 8 is a set opening or below. The damper 8 is operated in a range capable of holding a linearity in damper characteristics.
