PROBLEM TO BE SOLVED: To operate a boiler with a state uninjected or almost uninjected with water treatment chemicals for inhibiting scaling and corrosion by dispensing with or drastically reducing injection of the chemicals. SOLUTION: In a boiler 26, feed water is supplied to an air/water separator 34 for deairing, and thereafter directed to a boiler body 40. Further, the air/ water mixture from the body 40 is directed to the air/water separator 34, and then main steam is taken out from the air/water separator 34, while circulating separated water to the body 40 together with feed water. A scale inhibiting device 32 is incorporated into water supply piping 30.
