PROBLEM TO BE SOLVED: To provide the method for manufacturing a paving block and the paving block capable of manufacturing the paving block by cutting and grinding it at a time, dissolving error in height size occurring when a paving block main body is molded by cutting and grinding the surface of the paving block main body without giving any harmful shock to a small sized wheel such as wheel-chair, baby car or the like, forming indefinite shaped patterns by variations in depth of a pattern groove and being economically manufactured. SOLUTION: A method for manufacturing paving block is constituted of a molding process 1 for a paving block main body forming a circular arc having a cross section with a diameter larger than the diameter of a wheel of a wheel- chair or a baby car in the surface capable being finished by cutting and grinding and forming a groove with less than 3 mm in depth and a pattern groove forming process 5 working the paving block into the pattern groove by cutting and grinding it so as to make the surface of the paving block main body formed by the molding process 1 for the paving block main body become a height size set in advance.
