SOLUTION: Ports are switched by referring to conditions of a group 20h of port mode switching condition files and a state of a port after switching is simultaneously written in a port mode file 20b when a monitored result from a state of transmission route monitoring part 20c or a port switching instruction from a port mode switching request processing part 20a is inputted by a port mode switching part 20k.
