PROBLEM TO BE SOLVED: To perform notification to secondary and tertiary notifying destination even when the notification can not be accepted at a primary notifying destination. SOLUTION: An address of a presently set monitoring device (a low rank, intermediate-rank or high-rank monitoring device) is taken out (a step 1). When the address is an END code, a processing is completed (a step 3) and it is not the END code, the notification is performed to the monitoring device with the address (a step 4). When the notification is successfully performed, the processing is completed, and when it is failed, the processing is returned to take out the address of the monitoring device one higher in hierachy (a step 2) and the address of the next notifying destination is acquired from a notifying destination list. The processing is repeated until the notification is successfully performed or the END code is acquired from the notifying destination list.
